With a wind and tide like that, I’d look hard at fishing the ends of the Long Rocks. Water will move first/best there than most other places. It’s summer, and catching trout on a neap tide is gonna be rough.
Or, try the powerlines, reefs and rigs in West Lake P. Sonar goes a long way out there, tide doesn’t matter as much out there.
